London Boroughs: Elections. Members are elected to the council for terms of three years. Counties, London boroughs, and parishes elect their councils as a body triennially. In other boroughs a third of tie councillors retire each year, thus requiring annual elections. Urban and rural districts can choose whether to have triennial or annual elections. Most urban districts have annuals, while most rural districts have triennials.
Counties and boroughs also have aldermen, elected not directly at the polls but by the councillors. In London they number one sixth of the councillors, elsewhere one third. Their term of service is six years, with half retiring every three years. Normally they are ex-councillors who have been honored by their colleagues for long service or some special contribution to the work of the authority. They have no powers different from those of councillors.
